
Late in the day on Friday, the 9th U.S. Circuit Court of Appeals placed a stay on the order that was issued on Monday. The Monday ruling by a three judge panel of the 9th Circuit court held that President PussyGrabber was allowed to deploy Oregon National Guard troops to Portland. The Friday action paused the Monday, October 20, 2025 ruling while the full 9th Circuit considers an en banc review, so for now there will be no troop deployment until at least Tuesday, October 28th. The 29 members of the Ninth District Court will vote on whether to hold a hearing to overturn the appeals court decision. If they vote to have the hearing, a panel of 11 judges will decide the legality of the deployment order.
Also on Friday, a federal judge in Portland rejected the government’s request to immediately lift her order blocking the deployment of national guard troops. Portland judge Karin Immergut of the U.S. District Court for the District of Oregon had previously issued two temporary restraining orders, which blocked the deployment of national guards troops. The Metamucilini administration has argued that troops are needed to respond to protests outside the Immigration and Customs Enforcement office in Portland.
